Abstract: The State Programme for the Integrated Development of Rural Areas had introduced the concept of rural agglomerations, which were not currently subject to statistical monitoring. The formal approach of the constituent entities of the Russian Federation to determining the boundaries of agglomerations and their settlements and small towns does not provide the expected effects of their creation. The article systematizes the approaches of domestic and foreign authors to this problem. An index of migration growth is proposed for determining agglomeration centres in rural areas. Migration growth per 10 thousand people was calculated for 1764 municipal districts of the Russian Federation, the indicator is positive for 253 municipalities (14.3‰). For calculations for municipal areas of the Russian Federation, automated methods for processing information of the Rosstat database for municipalities were developed. To assess the development of rural territories, it is proposed to use the coefficient of development of rural territories and the coefficient of agglomeration of rural territories, by analogy with those used for urban territories, taking into account the length of roads in the municipal region, since rural territories have a spatial distribution unlike cities. The results of the calculations are shown on the cartogram on the example of the Kursk region.
