Abstract: The development of the agrarian sector in modern conditions is largely due to the appropriate institutional environment, which reflects the interaction of human capital and productive resources. Human capital is a factor of economic growth and can be viewed in two ways: human capital is as a stock of health, knowledge, skills, and abilities and as a stream of income. The beginning of market transformation was accompanied by an underestimation of the emerging institutional environment. The transformation processes of the transition period were carried out simultaneously without taking into account the national institutional matrix, the peculiarities of human capital development. As a result, negative trends in economic development were accompanied by a sharp increase in production costs and did not ensure the rational activity of economic entities. On the example of agricultural enterprises of the Republic of Tatarstan it is shown that in the Republic of Tatarstan, thanks to comprehensive measures of state support for agricultural producers, it was possible to preserve the potential of agro-industrial production and ensure sustainable development of the agricultural sector.
