Abstract: The article considers the organizational and methodological provisions for the development of import substitution programs in territorial entities from the standpoint of developing the conceptual foundations of the regional agro-food policy. It is noted that each region has its own industry specific features that determine its specialization, including in matters of food import substitution. It was determined that such programs should be complementary to the corresponding measures at the federal level. It is shown that in the Krasnodar Territory such regional programs of import substitution should focus on the production of niche products. The bodies of sectoral management at the regional level can use strategic methods of support to create organizational, functional, institutional and infrastructural opportunities for food production with unique nutritional characteristics - nuts, dried fruits, berries, spices and herbs. Proceeding from year-round and wide demand for these groups of goods, the Krasnodar Territory can become a region-flagship for their production. This will in future create a wide range of conditions and factors for the formation of regional healthy food systems based on the active introduction of "super foods" - products with super valued consumer qualities and composition.
