Abstract: In article positive sides and problems of formation of a control system of agrarian and industrial complex during the 70-80th years are considered. At a stage of formation of agrarian and industrial complex each of the farmer's partners (the enterprise and the organization of system of melioration and a water management, agricultural machinery, rural construction, agrochemistry) developed separately, weren't aimed at production of end products. The system of food supply needed uniform governing body. At the regional and regional levels associations, on allied and republican - the State agricultural industries began to be created agro-industrial. There was a search of the new forms of government. Agro-industrial combines, production and scientific and production associations were created. By the end of the 80th years the control system, opportunity to urge on heads of farms significantly significantly changed decreased.
