Abstract: A fairly common form of small business in the agricultural sector are the peasant (farmer) economy. Small farms along with private households and other agricultural enterprises constitute the main element of the agrarian economy of the Amur region and play a significant role in agricultural production. Qualitatively new level of development of agricultural enterprises subject to the availability of significant financial resources and develop medium-and long-term government programs that support them. Today in the Amur region the long-term target program «Development of agriculture and regulation of markets of agricultural products, raw materials and food of the Amur region for 2013-2020» works. Volume of financing of the subprogramme in 2013-2020 at the expense of means of the regional budget is 314953 thousand rubles. The Russian government approved the allocation of funds to development farms in the regions in 2015. It planned to provide more than 35 million rubles. In addition, it planned a number of activities within the subprogramme «Development of the agroindustrial complex of the Far East and the Baikal region of the state program of the Russian Federation «Socio-economic development of the Far East and the Baikal region 2014-2025 years». The revealed problems demand the new optimum decisions capable to give an impulse and to set a vector of development of small business in rural areas.
