Abstract: One of the central problems of agrarian reforms is agrarian policy formation. By the author historical stages of transformation of an agrarian policy in pre-revolutionary Russia are shown. The conclusion is drawn on different type and consequences of agrarian transformations and their influences on economic, social and political development of agriculture of the country.
