Level of providing the population of Russia with production of branch "cattle breeding" of domestic production remains critically low 65.8‰ on milk and 45.2‰ on beef to the level of rational norms of consumption. The large and average agricultural organizations provide 31.4‰ of the general need for milk and 14.4‰ of need for beef. Despite positive examples of implementation of large investment projects in dairy and meat cattle breeding, in general in branch negative tendencies, including the continuing reduction of a livestock of the cattle remain. Need of development of intensive cattle breeding with deepening of his specialization in the dairy and meat direction is proved in article. Rates of building of a uterine livestock of cows for the solution of a task of import substitution and achievement of indicators of the Doctrine of food security of the Russian Federation on milk and beef are estimated. The number of a livestock of cows necessary for this purpose and herd of cattle is defined at different levels of intensity of maintaining branch. Needs of Russia for milk and beef can be provided with a livestock of cows of 13.5-15.5 million heads and the general livestock of the cattle of 35-39 million heads at intensive development of two directions of cattle breeding as highly specialized subsectors. The optimum structure of herd will allow to reach indicators of the Doctrine of food security of the Russian Federation on milk and meat of the cattle at rather smaller resources. On arrangement of one bull pen in meat cattle breeding (taking into account infrastructure) 3.5-5 times less means, than in dairy are required. Indicators on conversion of a forage and quality of the received meat are higher at the cattle of specialized meat breeds and the local cattle that will reduce cost of production of beef.
